Windows server 2016 standard oem downgrade rights free
We're building a couple of Hyper-V hosts for a customer and wish to use Server Standard. That covers 16 cores so we are licensing all cores in each server.

The answer is, Microsoft does not provide downgrade key for OEM license purchased from re-sellers.
